Develop integration methodology and tools for the Army Corps of Engineers for aligning the Army Corps of Engineers (USACE) to the Federal Enterprise Architecture (FEA) of the Office of Management and Budget (OMB). Other duties consist in working with the Chief Architect of USACE, in aligning strategic and objective goals along as the Corps performs the A-76 business transformation through the execution of the CIO.s 700-Day plan.


Accomplishments:


Successfully implemented the first stage of EA Data Management integration with the establishment and creation of the first Army Corps of Engineers Enterprise Architecture Data Management Artifact Portal. This portal/repository for the data consists in utilizing the Knowledge Management Environment being established by the Corps utilizing Microsoft Sharepoint . By integrating the various framework components of the Federal Enterprise Architecture, Metadata standards and object mapping of the components were merged into a single theme that within the various Office of Management and Budget audit and validation criteria

Upon successfull creating the repositories, the Enterprise Architecture repository was then published with HTML outputs available for the first time of the Federal Enterprise Architecture, and the Army Corps of Engineers alignment to the Framework utilizing terminology that is consistent. This thereby produced a rating of "Green" and the Corps went from a scoring of less than 2.0 to 4.8 within a one year period, and was highly commended by the Chief Architect of OMB. Presently, assisting in expanding the capability of the Enterprise from the 62 Enterprise systems to include 3,600 other Corps IT systems running over 1,200 diverse applications. This effort involves the merging of Corps IT Portfolio Management Systems, CPIC processes to ISO 12207 standards.


Other Responsibiliies:

Accomplishments:

Responsible for developing long Range Strategic Plans for the Chief Technology Officer that aligned with the corporate enterprise initiatives. Led the system engineering efforts of existing and new product development and delivery. Drove new leading technologies thru Internal Research and Development (IRAD) CTO sponsored activities for large scale deployment. Also, defined/reviewed proposed architectures, tools, devices, in scope of a given project to ensure compliance with enterprise standards and alignment with the Information Technology Solutions architectural principles and To-Be architecture. Provided guidance and direction to System Engineers and managed engineering task assignments, progress and status. He ensured compliance to cost and schedule commitments. Reviewed and approved all System Engineering deliverables, such as Scope Documents, Software Engineering Management Plan (SEMP), System Requirements Document (SRD), System Architecture Document (SAD), System Design Document (SDD), and System Test and Validation plans.

Performed change management, program management (PM), and development/ infrastructure. For change management, was responsible for the initial development of the Change Management (CM) functional office and the selection of the CM Team. With this, developed the internal and external project communication work-stream for GCSS Army ERP/SAP initiative. Designed and implemented a comprehensive communications plan which included monthly newsletters and conducted workshops with MACOM Change Agents to help prepare users for change impacts and develop acceptance of significant process and tool changes. Performed project management support to the GCSS Army PM in the selection of methodology, tools, and procedures in accordance with DoD Joint Vision 2020 initiative.

    Assisted the PM and software development team in the technical design of a three tier enterprise system whereby Army maintenance data would be provided to 60K field unites. Planned the migration and standalone legacy systems to an Enterprise Resource Planning (ERP) utilizing SAP for GCSS-Army Material Management, Finance, Sales and Purchasing. Preepared and presented the rollout and change methodology from the traditional development software infrastructure and the requirements to accomplish the fielding of the G-Army world-wide enterprise system. Provided expertise to system developers, system architects, LAN design and wireless communication for large-scale deployable systems, and the eventual conversion of the legacy data to UNIX and Windows 2000 platforms. Supported the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Architecture Framework and DoD Architecture Framework (DoDAF). Responsible for the development and infrastructure.
